I have analyzed this several times, and I still don't' get it.
If it was a bump start:
Why was there no one in the car?
How/when were they going to disconnect the strap if it worked?
If it was a tow down the road:
Why was there no none in the car?
How/when were they going to disconnect the strap if it worked?
If it was a… Fuck it.. Why was there no none in the car, and how/when were they going to disconnect the strap if whatever it was they were trying to do worked?????

I think they were just trying to hitch a ride. It looks like they are pushing the car so the bus driver wouldn't notice the extra baggage. Where they went wrong is instead of both guys being outside of the car with no one to steer, the one guy should have pushed from behind with the trunk open. That way one could steer and the other one could hop in once the car got up to speed.
I don't think this plan would have worked out even if they tried it any other way. My favorite part is when the cop shows up.

None of it makes sense. I'm guessing they ran out of gas, and wanted to drag the car a couple of blocks...
When they get to their "stop," they pull up close behind the bus, and jump out and unhook it. Dangerous, but a solution to their problem. Even if they just needed a bump start, you can still follow the bus until it stops, and disconnect. Either way...
WHY THE HELL WAS NO ONE IN THE CAR???? is what I keep falling back into.
